DEAF INTERPRETER: Hello my name is Romduol Ngov, I will be interpreting Press Conference from December 8 with a focus on four topics: ICU capacity, stay-at-home orders, travel and exposure notifications, and COVID-19 vaccines.

[WHITE TEXT APPEAR AS IF TYPING ON SCREEN:   ICU capacity, stay-at-home orders, travel and exposure notifications,  COVID-19 vaccines]

[IMAGE DESCRIPTION: large open hospital room with several beds filled with patients, hooked up to various machines]

DR. GHALY:  As hospitals and ICU beds become more and more full, that means that hospitals may not have room for other patients who are having heart problems, have the flu, or have a broken arm, etc.  Which means that the hospitals will make you wait in line outside and now with cold weather, you will be outside in the cold.  Where you might have to wait for a long time for your turn to be seen.

[IMAGE DESCRIPTION: People standing in a long line outside with winter coats and masks behind metal fencing to form a line barrier]

DR.GHALY: Doctors and nurses are too overwhelmed as hospitals become very full.  Remember, California is divided into five regions:  Northern California, Greater Sacramento, San Joaquin Valley, Bay Area, and Southern California.

[IMAGE DESCRIPTION: Purple background with map of California showing a division into five regions on the map.  Next to the map is White Text: The Regions at the top with name of each region the counties in each region listed below. ]

[WHITE TEXT: Northern California: Del Norte, Glenn, Humboldt, Lake Lassen, Mendocino, Modoc, Shasta, Siskiyou, Tehama, Trinity

WHITE TEXT: Bay Area: Alameda, Contra Costa, Marin, Monterey, Napa, San Francisco, San Mateo, Santa Clara, Santa Cruz, Solano, Sonoma

WHITE TEXT: Greater Sacramento: Alpine, Amador, Butte, Colusa, El Dorado, Nevada, Placer, Plumas, Sacramento, Sierra, Sutter, Yolo, Yuba

WHITE TEXT: San Joaquin Valley: Calaveras, Fresno, Kern, Kings, Madera, Mariposa, Merced, San Benito, San Joaquin, Stanislaus, Tulare, Tuolumne

WHITE TEXT: Southern California: Imperial, Inyo, Los Angeles, Mono, Orange, Riverside, San Bernardino, San Diego, San Luis Obispo, Santa Barbara, Ventura]

DR. GHALY: Doctors and nurses are overwhelmed with too many patients in San Joaquin Valley and Southern California.  That means we have to order everyone to stay home in these two regions.

[IMAGE DESCRIPTION: Blue rectangle with white text: STAY at HOME ORDER with clipart of a white house with blue abstract people standing inside showing two adults and two children]

DR. GHALY: Right now, the two regions with stay-at-home orders are: Southern California region and san Joaquin region because beds are almost completely full. Why have the stay at home order? With high number of COVID-19 cases the chance of spreading the virus is very high.

[IMAGE DESCRIPTION: Man with a red shopping cart inside a grocery store, wearing a mask, looking at the camera]

[IMAGE DESCRIPTION: A person with blue jeans walking a white/yellow dog on a black leash, they are both on green grass. The dog is looking at the camera]

[IMAGE DESCRIPTION: Inside of a pharmacy with a pharmacist and customer at a cash register, both are wearing a mask]

DR. GHALY: What is allowed during stay at home order: buy groceries because you don’t have enough food or drink.  Keep in mind that you want to go to the store, buy what you need, then get back home right away.  Don’t stay out longer than you need to.  If your dog needs to go out, then that is fine, go out with your dog, then immediately come back home.   If you need different kinds of medicine, then go to the pharmacy and get what you need then come back home right away.  We want to make sure that everyone is healthy, stays healthy, and then the virus will start to go away.

Don’t forget, during this time which is very serious, you can stay in touch with your family and friends online using FaceTime, Zoom, etc. so that you don’t feel lonely or sad.  What about travel? Please do not travel if you don’t have to travel. Hotels need to save their rooms for people who need it such as homeless people or people trying to stay away from their families to isolate from the virus.  This is important to make sure the virus does not spread.

[IMAGE DESCRIPTION: Smartphone with a blue circle behind it. The smartphone has a COVID-19 gray cell with stems sticking out all around it and the phone has three bars next to it to show that it is speaking]

GOVERNOR NEWSOM: If you have CA NOTIFY in your smartphone, then when you and another person are standing or sitting in the same area (sitting outside of a house chatting, standing in line at a store, etc.) then CA NOTIFY will see on your phone (Apple phone or Android phones) who you have had contact with.  With Apple phones, go to settings and click on “exposure notifications”  and turn that on, will ask you which country and which state you are in, then you can provide the right information and you will start to get notifications if you are exposed Will also ask you if you have been tested, you can click yes or no.  For Android phones, go to Google Place and click on CA NOTIFY for those alerts. If you get COVID-19, then CA NOTIFY will send an alert to everyone that has been near you within the past two weeks and let them know that someone has had the virus and you MAY have been exposed.   This process is automatic through a computer system.  CA NOTIFY will NOT give your name.  Your name is private.  Only your doctor will know your name, no one else.

[IMAGE DESCRIPTION: syringe and vial with needle inside the vial]

GOVERNOR NEWSOM:  We will get over 2 million vaccines during the month of December. But wait!  First we have to get all the boxes.  Then, we have to find large refrigerators to keep the vaccines cold.   They must be cold.   Then, we can start to give vaccines to different groups of people based on who needs the vaccine first. Thank you!
