DEAF INTERPRETER: My name is Rosemary.  Today, September 28, Governor Newsom presents four points that I will now interpret.

GOVERNOR NEWSOM: Today I will present on four points: wildfires, COVID-19, Project Homekey and Census 2020

WHITE TEXT: [one after the other] -Wildfires, -COVID-10, -Project Homekey, -Census 2020.

ID: WHITE TEXT: Wildfire Updates [below white text] picture of mountainside with tall trees covered in smoke with a long trail of orange flames.

GOVERNOR NEWSOM: Our first topic is about wildfires starting with the Glass fire in Napa 0% contained and the Zogg fire in Shasta 0% contained. Shasta has had many fires the last few years.  The wind has been very strong but less so overnight which is good. In 2019, we had 5,407 fires burning 157,000 acres. This year in 2020 we have had historic fires:

FULL SCREEN WHITE TEXT: [from top corner zooms out to full screen]

2020 Fire Season, 8,136 fires, 3.7 million acres burned, Over 18,000 firefighters,27 major fires, 26 deaths, 7,100+ structures destroyed

GOVERNOR NEWSOM: California now has four major/active fires.

FULL SCREEN WHITE TEXT: August Fire Complex (Mendocino, Shasta, Trinity) 45% contained. North Complex (Plumas and Lassen) 78% contained. Creek Fire (Fresno and Madera) 39% contained. Bobcat Fire (LA County) 62% contained.

GOVERNOR NEWSOM: We are getting more water and more help from outside. About half of our forests, 51% of our forests in California belong to the US and we need their help to make sure the fires don’t get worse and worse year after year with the dry ground. With dry trees, dry lands, we need more help from US to make our lands safe from fires. With no rain, it is very easy for the land to catch on fire.

WHITE TEXT: COVID-19

ID: [top corner] WHITE TEXT: Covid-19 Updates [below white text] Coronavirus gray cell with several red stems sticking out on a dark gray background

GOVERNOR NEWSOM: Now for my second topic on COVID-19. With the fires the number of tests being distributed have gone down last Saturday and Sunday we gave out 16,000 test and was at 2.8% positivity rate. The last two weeks hospitalizations have been stable at 21%.

ID: Four rows of color bars. Top row is purple with images skull/bones (three) and stop sign with hand in middle (two). Second row is red with exclamation point (!) inside a triangle (two) and stop sign with hand in middle (one).  Third row is orange with thumbs up sign (two) and exclamation point (!) inside a triangle (one). Fourth row is yellow with happy face sign (two) and thumbs up (one)

GOVERNOR NEWSOM: Remember counties in California are now given a color code: purple is serious, then red, orange, and yellow.

WHITE TEXT: [next to purple] 25, [next to red] 19, [next to orange] 11, [next to yellow] 3.

GOVERNOR NEWSOM: Right now, the purple is 25 counties down from 39 last month. Red is 19 counties. Orange is 11 counties. Yellow is three counties. Some parts of California the number of positive COVID-19 cases have gone up and some areas positive cases have gone down. We don’t always know why.

GOVERNOR NEWSOM: One concern is about changes in legislation for health insurance for more people.

WHITE TEXT: MEDICAID & MEDI-CAL

GOVERNOR NEWSOM: Medi-Cal and Medicaid is in need of some good changes to give more healthcare and more preventive care that requires changes in the law so that people who have employment and who don’t can stay healthy.  Counties are working closely with schools and businesses to decide what can open on what needs to stay closed. Please keep following the guidelines so that schools and businesses can open.

GOVERNOR NEWSOM: As fall begins and winter is coming, the flu season is coming too.

ID: Close up picture of a medical professional in blue scrubs with a stethoscope, wearing white gloves, and preparing to insert a needle into the arm of a young boy with short hair with a gray t-shirt with sleeve rolled up.

GOVERNOR NEWSOM: Please get your flu shot. I myself go every year and get my flu shot. It doesn’t hurt. It’s very easy with the flu season and coronavirus. Our doctors, nurses, and healthcare systems will be overwhelmed. Please wear a mask, keep your hands clean, and get your flu shot that will help a lot. We don’t want the numbers to just stabilize want the numbers to go down

WHITE TEXT: KERN, LOS ANGELES, SAN LUIS OBISPO, SANTA BARBARA, VENTURA

GOVERNOR NEWSOM: We are already seeing numbers go up in Kern, Los Angeles, San Luis Obispo, Santa Barbara, and Ventura. Plus, 26 states outside of California are already experiencing a second wave; they’ve not been washing their hands and they’re not wearing masks. Because of that the numbers are going up we don’t want that to happen here in California.

ID: White rectangle with clip art image at top hands with soap with orange text: Wash.  Second image down is a face with brown hair and blue mask with blue text: Mask.  Third image down is the outline of a blue spray bottle with orange text: Clean.  Fourth image at bottom is the image of a woman standing with long dark hair and blue clothes and a light blue arrow in front of her with blue text: 6 Feet

GOVERNOR NEWSOM: Keep wearing a mask, keep washing your hands and hopefully we won’t have a second wave. Wear a mask. Wash hands. Avoid crowds. Please stay home.

WHITE TEXT: [top corner] Project Homekey [below white text] Picture of a Black/African Heritage male with a baseball cap and red/blue rainjacket, standing inside a room with a white door wide open and the number 107 on the door.  The man is holding a key in his hand, slightly smiling, looking at the camera.

GOVERNOR NEWSOM: The third topic today is about Project Homekey. We have $450 million. We’ve gotten 3,300 places for homeless people to live. We still have more money and we want to get about 1,000 more places for homeless people to live. The money is to secure housing including apartments, homes, and hotels that have been converted into homes. We don’t want people living on the streets. I’m very excited because when the homeless people on the street don’t have masks, they don’t have a place to wash their hands or to take a shower.  Then they are not able to protect themselves from the virus. So when we provide them with housing they can stay safe. It’s something that we are doing that is new here in California. Something we have wanted for a long time.

WHITE TEXT: [top corner] CENSUS 2020 [below white text] Close up picture of Census 2020 form on a light wood desk with a black/white pen on top of the form.

GOVERNOR NEWSOM:  The fourth topic today is about Census 2020.  Please fill out the form if you got it in the mail, find it, fill it out, and mail it.  Easy to answer nine questions then mail it.  We need everybody to fill out these forms because California will get more money for every person that lives in California.  Maybe one house has four people, another has 6, another has 2, or 1 or even 20.  We need everyone to say how many people live in California.  This way the US government counts the number of people in California then they will give us the money that we need to take care of everyone in California. Thank you.
